Capacity Development Specialist

INTRODUCTION

Tetra Tech is seeking a Capacity Development Specialist to provide part time support for outreach activities on the Dioxin Remediation at Bien Hoa Air Base Area Project. The Capacity Development Specialist will develop a capacity development program and facilitate implementation of the program. The capacity development program will build capacity and competency in Vietnam’s environmental remediation sector so that Government of Vietnam (GVN) has the knowledge, strategies, skills, and tools to implement future dioxin remediation activities without external support.

Position Purpose:

Develop, coordinate, and facilitate the implementation of a comprehensive capacity development program aimed at strengthening the skills, knowledge, and competencies of stakeholders involved in the dioxin remediation project.

Key Responsibilities:

• Develop a detailed capacity development plan tailored to the needs of the dioxin remediation project, incorporating training and knowledge transfer activities / events.

• Facilitate consensus-building session(s) with key project stakeholders to gain concurrence and support for the capacity development plan and approach.

• Design and develop detailed training curricula and knowledge transfer strategies that address identified capacity gaps and project objectives. Include evaluation criteria to demonstrate impact of the program.

• Incorporate into the plan technical topics that include, but not limited to, the following: dioxin contamination analysis and remediation; environmental monitoring and controlling; treatment and management of waste, exhaust gas; assessment of environmental risk.

• Coordinate with Tetra Tech technical subject matter experts (SMEs) during the developing and implementing the plan.

• Support the implementation of the capacity development plan in collaboration with project teams and stakeholders, including training preparation and facilitation with SMEs.

• Develop a tool to evaluate and measure Capacity Development Plan impact and results achieved through the planned activities each quarter; the evaluation level of effort must be within a reasonable level of effort and cost effective for the project.

• Monitor and report on the progress and effectiveness of capacity development activities, recommend adjustments as necessary to optimize outcomes.

Deliverables:

• Capacity Development Plan document in two phases: 1) capacity development framework and summary for stakeholder consensus meeting and 2) detailed Capacity Development Plan outlining proposed activities, schedule, and other details.

• Stakeholder concurrence meeting report include decisions and actions items from consensus meetings

• Training and knowledge transfer strategies detailed in the Capacity Development Plan (updated after stakeholder consensus meetings) such as workshops, trainings, study tours, etc.

• Progress report after each capacity development event or activity summarized on a Quarterly basis.

Duration:

Location: Bien Hoa City in Dong Nai Provence. Remote work arrangements, either fully remote or hybrid

Start date: around October 1, 2025

End date: around April 30, 2028 (depending on an annual review, project needs, and client approval)

Status: Part-time consultancy/employment agreement

Reports to: Chief of Party

Qualifications:

• Proficiency in Vietnamese and English (writing, reading and speaking) is required.

• Proven experience in capacity development, organization knowledge management, organization development, training and workshop facilitation, or similar.

• Strong communication, facilitation, and stakeholder engagement skills.

• Experience designing and implementing capacity training programs, evaluating training impact, and reporting.

• Experience operating in Vietnam and is familiar with the Vietnam cultural and institutional context.

• Experience working with U.S. companies or organizations is a plus.
