1. Background

The Norwegian Mission Alliance in Vietnam (NMA-V) is an international NGO that has been operating in southern Vietnam, particularly in the Mekong Delta, for over 20 years.

NMA-V’s main areas of work include community development, social inclusion of people with disabilities (PWDs), and microfinance to support women’s economic empowerment.

Since 2016, NMA-V has implemented the project “Social Inclusion of People with Disabilities” in cooperation with the Can Tho Association of People with Disabilities (CAPD) and other partners. The project aims to enhance the social inclusion of PWDs and children with disabilities (CWDs) through inclusive education, community engagement, and organizational strengthening.

In the current phase (2021–2025), the project has expanded its support to additional districts in Can Tho City and continues to collaborate with Departments of Education and Training (DOETs) and other stakeholders.

The project’s goal is to ensure that CWDs and PWDs are included in society and can fully exercise their rights and needs.

2. Purpose of the Evaluation

The end-term evaluation aims to assess the relevance, impact, efficiency, and sustainability of the project after five years of implementation, and to provide recommendations for the next project phase (2026–2030).

Specifically, the evaluation will:

• Measure the achievements and impact of the project against its objectives.

• Assess the changes in attitudes and behaviors toward PWDs and CWDs.

• Evaluate the efficiency of resource use and project management.

• Identify lessons learned and recommendations for future interventions.

• Establish baseline values and contextual insights for the next project cycle.

3. Scope and Methodology

Geographical focus:

• Can Tho City (including Ninh Kieu, Binh Thuy, Co Do, and other wards/communes)

• Hau Giang, Soc Trang, An Giang, and Dong Thap provinces

Target groups:

• People with disabilities (PWDs) and children with disabilities (CWDs)

• Disabled People’s Organizations (DPOs), clubs, and support groups

• Teachers, school managers, and local government officials

Proposed methods:

• Desk review of relevant project documents

• Field data collection (in-depth interviews, focus group discussions, case studies, home visits)

• Quantitative and qualitative data analysis

• Inclusive and participatory approach, ensuring gender and environmental considerations

4. Deliverables

The consultant/team will provide:

• Inception report with data collection plan and methodology

• Survey tools (questionnaires, consent forms, sampling framework)

• Training for enumerators on data collection protocols

• End-term Evaluation Report in English and Vietnamese, including:

o Executive summary

o Key findings and evidence

o Recommendations for future programming

o Annex with baseline indicators for next project phase

• Knowledge products (case studies, lessons learned, recommendations)


Yêu cầu công việc:

Report requirements:

• Maximum 25 pages

• Formal written format in English and Vietnamese

• Include both raw and analyzed datasets

• Submitted online to NMA-V

5. Consultant Qualifications

• Minimum 5 years of experience in evaluation or research of community development projects, inclusive education, or disability inclusion.

• Strong understanding of rights-based and results-based approaches.

• Expertise in social inclusion and inclusive education.

• Proven experience in data analysis, reporting, and presentation (English–Vietnamese).

• Familiarity with the Mekong Delta context is an advantage.

• Ability to work independently, collaborate with partners, and meet deadlines.

6. Logistics and Support

NMA-V will provide transportation, accommodation, and logistical support during fieldwork. NMA-V staff will accompany the consultant(s) for coordination with local partners and stakeholders.

7. Tentative Timeline

8. Application Guidelines

Interested consultants or teams are invited to submit:

• A technical proposal outlining methodology, timeline, and budget;

• Updated CV(s) demonstrating relevant qualifications;

• Evidence of similar previous work (if any).
